overhaul of code of conduct/ archaeic infrastructure

Establish a new code of conduct, where both riders and drivers are allowed to revamp the code of conduct. more specifically allowing riders to have a stronger voice when being abused by drivers. Making being polite almost mandatory!

Things like graffiti- commission local artists to paint trains, to countervent vandalism. make cars works of art. it sets us apart from other cities.
